Connecting to terminal server domain with one domain controller

Can you take me step-by-step through setting up users to connect to a domain that has only one domain controller and is the terminal server? It seems like sometimes I can connect, and other times I set up users and they can't connect. If possible, I'd like to have group setup so that I can just move users into it that can connect.

Ordinary, users are not allowed to log onto a domain controller, so you'll need to edit security settings to permit them to do so. I've written up a FAQ entry describing the process (and explaining why I think that this is something to avoid doing, if possible).
