I'm including this one mainly as a teaching exercise since I'm afraid that we don't have enough details to provide much of an answer. I'd check against the error message reported when the client can't connect, for a start. Can the Windows 98 client see the terminal server otherwise, just not when attempting to set up the RDP connection? Many factors can prevent a particular client from being able to connect.
